Recommendation
Approve the renewal of the Agreement for Professional Services between the Baldwin County Commission (Baldwin County Archives Department) and OnCell Systems, Inc. for OnCell Yearly Subscription - Local & Specialty Plan which allows the use of STQRY website service to create tours and apps at a cost of $1,188.00 annually.
This second renewal of the Agreement shall commence on February 17, 2024, and terminate upon the expiration of twelve (12) months, on February 16, 2025, with one option to renew remaining.

BACKGROUND INFORMATION
Background: OnCell is the leading digital storytelling platform for cultural destinations and other visitor attractions. The Guide App delivers location-aware information in a user-friendly format. OnCell has an App Builder Platform that offers a cost-effective product that allows clients use of a cell phone app for audio tours through an easy-to-use web interface. The App includes features like custom branding, stop images, audio, GPS or custom image maps, website, video links, and more.
Previous Commission action/date:
January 17, 2023: Approved the Agreement for Professional Services between the Baldwin County Commission (Baldwin County Archives Department) and OnCell Systems, Inc. for OnCell Yearly Subscription - Local & Specialty Plan which allows the use of STQRY website service to create tours and apps at a cost of $1,188.00 annually. The Agreement commenced on February 17, 2023, and will terminate upon the expiration of twelve (12) months, on February 17, 2024, with an option to renew (not exceeding thirty-six (36) months).
August 3, 2021: Approved the renewal of the Agreement for Professional Services between the Baldwin County Commission and OnCell Systems, Inc. for the development of the Baldwin County Historic Tours App. The renewal of the Agreement was retroactive to February 18, 2021, and continues for two (2) twelve-month periods (24 months total) and terminates on February 18, 2023.
February 18, 2020: Approved the Agreement for Professional Services with OnCell Systems, Inc., for the app development for the Baldwin County Historic Tours App for Baldwin County. The terms of the Agreement were from February 17, 2020, to February 18, 2021 (12 months) with an option to renew (not exceeding thirty-six (36) months). On September 20, 2019, the Commission approved the Fiscal Year 2020 Budget (Resolution #2019-144) approving $10,000.00 for the Historic Tours App.
