Recommendation
Adopt Resolution #2024-074 amending the Fiscal Year 2024 Budget (Resolution #2023-186 and Resolution #2023-187, adopted September 28, 2023) to authorize the use of Fund Balance from General Fund to provide funding for the following capital projects: Sheriff’s Office Renovations Phase II, Bay Minette Courthouse Renovations, and the New Building for the District Attorney’s Office; and to allow the consolidation of previously budgeted Capital for the Bay Minette Courthouse Renovations to be combined with the additional General Fund, Fund Balance.

BACKGROUND INFORMATION
Background: County Staff is presenting to the Commission an option to utilize $8,000,000.00 of available General Fund, Fund Balance in order to proceed with the design and/or construction of the following capital projects: Sheriff’s Office Renovations Phase II, Bay Minette Courthouse Renovations, and the New Building for the District Attorney’s Office. By utilizing Fund Balance at this time, the need to secure warrant funding to complete said projects will be delayed.
In an effort to make project management more seamless, Capital Project Warrant Fund 202 has been established to house both the funding from General Fund, as well as future warrant proceeds. Staff requests that the $1,000,000.00 for the Bay Minette Courthouse Renovations allocated during the FY 2023 Budget be moved to Fund 202 to consolidate all funding for stated project. Subsequently, all expenses incurred to date for the Courthouse project be moved to Fund 202.
Previous Commission action/date:
01/02/2024, BCC Regular Meeting - Approved staff making an offer of $150,000.00 to James Owen, Jr., to purchase a certain parcel of real property at 410 Courthouse Square in Bay Minette, Alabama, with seller to pay all closing costs with payment for the purchase to come out of the Contingency Fund and authorized the Chairman to execute any documents related to the property purchase.
12/19/2023, BCC Regular Meeting - Adopted Resolution #2024-015 amending the Fiscal Year 2024 budget (Resolution #2023-186 and Resolution #2023-187, adopted September 28, 2023) to authorize the use of Fund Balance from General Fund for the purchase of real property for the Baldwin County Commission.
11/21/2023, BCC Regular Meeting - Approved and authorized the Chairman to execute the Real Estate Purchase and Sale Agreement between Owen Company, LLC, and the Baldwin County Commission for the purchase of real property located at 161 Hand Avenue, Bay Minette, AL (PIN #32382) in the amount of $500,000.00.
