STAFF RECOMMENDATION
Recommendation
Adopt Resolution #2024-076 in support of Alabama Constitutional Amendment 1 on the March 5, 2024, Primary Election ballot, to authorize the Legislature to bring forward local bills to be considered at any time, eliminating the requirement that no local legislation be considered until the State’s annual budget is passed and delivered to the Governor. End
BACKGROUND INFORMATION
Background: Proposed Statewide Amendment 1 will be on the ballot during the March 5, 2024 Primary Election. The Association of County Commissions of Alabama (ACCA) is encouraging all 67 counties to adopt the attached resolution in support of Amendment 1. Amendment #1 Ballot Language:
“Proposing an amendment to the Constitution of Alabama of 2022, to amend Section 71.01 authorizing the Legislature to sign and transmit local laws or constitutional amendments before the transmission of basic appropriations. (Proposed by Act 2023-562)”
