Recommendation
Take the following actions:
1) Approve the Purchasing Director to place a competitive bid for the construction of the Novelis Manufacturing Facility - North Railroad and Bridge project; and
2) Approve the Chairman to execute any project related documents.

BACKGROUND INFORMATION
Background: This project is for the construction of the Novelis Manufacturing Facility - North Railroad and Bridge providing a single north / south route into the facility. The railroad construction will begin on the south side of the existing wetland located approximately 8,370 feet south of the Novelis site and will connect to the northern end of the existing railroad being constructed by Baldwin County Economic Development Alliance (BCEDA).
Previous Commission action/date:
September 9, 2022 - The Commission approved waiving Baldwin County Commission Policy #9.10 - Engineering, Environmental Monitoring and Surveying Services and approved on-call consultant Volkert to perform engineering services for the South Alabama Mega Site Development Project with fees not to exceed $4,232,020.00.
