STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Award the bid #WG24-16 for the Provision of Roadway Pipe to the lowest responsible bidders, Alabama Pipe & Supply Company, Inc., and Evans and Company, Inc., for each category per the award listings; and
2) Reject the bid for Corrugated Round & Arch Bituminous Coated (Metal) Pipe category and allow staff to utilize the Association of County Commissions of Alabama (ACCA) bid to purchase the pipe.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on March 1, 2024, at 1:30 P.M. Three (3) bids were received. An exception was submitted by Evans and Company, Inc. regarding substitution for the Corrugated Round & Arch Bituminous Coated (Metal) Pipe category, offering aluminized type 2 steel metal pipe without freight pricing included in the bid price. Highway Department staff reviewed bid response and substitution spec sheet and recommend rejecting the bid due to Highway Department standards, section 850.02 for roads and bridges. Staff will utilize the ACCA bid. Staff recommends the Commission award the bid to the lowest responsible bidders, Alabama Pipe & Supply Company, Inc. and Evans and Company, Inc., for each category as per the attached award Listings. Bid Tabulations are attached for review.
