BACKGROUND INFORMATION

Background:  The RESTORE Act was signed into law by President Obama on July 6, 2012, due to the Deepwater Horizon oil spill. The RESTORE Act calls for a regional approach to restoring the long-term health of the natural ecosystem and economy of the Gulf Coast Region.

The Commission has approved numerous projects to be considered for funding to the RESTORE Council including the extension of the Baldwin Beach Express from I-10 to I-65. To better meet the goals of the County’s adopted strategic plan and to improve the opportunity for funding, the Highway Department recommends reallocating funds awarded for the Baldwin Beach Express ROW Acquisition Project to the County Road 20 Extension Project which meets strategic plan goals of improved infrastructure, improved public safety and protecting the natural environment.

All environmental permits have been acquired, the construction plans are at 85% completion and ROW acquisition is at 90% completion for the County Road 20 Extension project.

Previous Commission action/date:  October 17, 2017 - Authorized the Highway Department to submit a grant application for funding for the Baldwin Beach Express Extension I-10 to I-65 Right of Way Acquisition; and authorized the Chairman to execute any project related documents.
