Adopt Resolution #2024-115 amending the Fiscal Year 2024 Budget (Resolution #2023-186 and Resolution #2023-187, adopted September 28, 2023) to allocate additional funds for mid-year adjustments.

BACKGROUND INFORMATION

Background:  Reason for replacement item - Agenda changed at the request of the Building Inspector and County Engineer in order to remove one Ford F-150 from the Decision Item Listing.

Building Inspection - The Building Official respectfully requests the approval for the purchase of one Ford F-150 Truck in the amount of $44,000 (10052710.55500), due to the lack of availability of a backup vehicle, unreliableness of some current vehicles, and the escalating cost of repairs and maintenance of the older fleet.

Following the retirement of the Community Rating Systems program gatekeeper from the Planning and Zoning Department, the Building Official is seeking funding in the amount of $18,000 (10052710.51500) to engage a part-time CRS Coordinator. Approval of this request would allow for the retired employee to be contracted by the Building Inspection Department for the remainder of FY24 in order to collect needed data for upcoming CRS cycle in September and re-evaluate the County’s participation in the program.

Additionally, the Building Official is seeking funding of $150,000 (10052710.52310) for the renovation of office space in Bay Minette. This initiative is essential to achieving the objective of consolidating the Building Inspection and Planning and Zoning departments in a single location.

It is proposed that Building Inspection Fees be utilized to cover the total cost of $212,000 (100.43200) for these requests, as current revenues are projected to exceed the budgeted amounts for FY24.

BRATS Administration - The Director of Transportation is respectfully requesting to move the BRATS Bay Minette Hub by utilizing the property on Dickman Road, west and adjacent to Highway’s Area 100 Maintenance facility.  In order to do so it would require purchasing a modular building, implementing utility connections, and making improvements to the parking lot (14351930.55950). The request is to utilize $135,565 (letter of approval from ALDOT to use these funds was received on 3/20/24) from restricted transit escrow funds and an additional $64,435 from unrestricted transit escrow funds to fund this project (143.49000) for a total of $200,000.

Judge of Probate - The Judge of Probate has submitted the following requests for salary adjustments for certain employees within the Probate department.

Sarah Reynolds, currently serving as License Revenue Officer I, Grade 306, is proposed to receive an increase in pay to Grade 306, in recognition of her new training responsibilities. This adjustment, from $18.15 per hour / $37,752 annually to $19.60 per hour / $40,768 annually, is scheduled to take effect no sooner than May 20, 2024. Upon the removal of increased duties, recognize that Sarah Reynolds shall return to her same said compensation prior to temporary increase.

Elvia Sharkey, License Revenue Administrator, Grade 313, $29.22 per hour / $60,777.60 annually, is recommended for a pay raise to Grade 313, $31.56 per hour / $65,644.80 annually, to account for her additional duties in providing interpretative communication to Hispanic citizens, effective no sooner than May 20, 2024.

Keily Padgett, License Revenue Officer I, Grade 306, $17.46 per hour / $36,316.80 annually, is also proposed to receive a salary increase to Grade 306, $18.86 per hour / $39,228.80 annually, to account for her additional duties in providing interpretative communication to Hispanic citizens, with the same effective date of May 20, 2024.

Furthermore, the Judge of Probate requests the creation of a temporary License Revenue Administrator position to facilitate the training and promotion of an employee expected to retire soon. This temporary position will be compensated for at a higher rate, effective no sooner than May 20, 2024, and will be abolished once the employee is permanently promoted.

To accommodate these salary adjustments, in the total amount of $7,647 from the Salaries and Wages (10051300.51130), the current unused budget has been proposed. These funds are available due to vacancies and turnover within the department throughout the fiscal year, resulting in unutilized budgeted amounts.

Juvenile Detention - The Director of the Juvenile Detention Center requests a budget adjustment in the amount of $15,000 to be transferred from Salaries and Wages (10552610.51500) to Contract Services (10552610.51130) to accommodate temporary staffing needs during the summer months for employee vacation coverage. Additionally, the Director seeks a $2,000 increase in Resident Supplies (10552610.52180) and a $15,000 (10552610.52180) increase in Emergency Food Supplies to address CNP Reimbursement losses.

In light of necessary repairs following a water main leak in November, roof damage, and parking lot issues, the Director respectfully asks for a $23,200 increase in funds allocated for Building Repairs and Maintenance (10552610.52310).

Lastly, the Director proposes the purchase of a Ford Explorer for $37,500 (10552610.55500) to replace two unreliable vehicles in the current fleet. The Director has relinquished her take-home vehicle for facility staff use to ensure reliable transportation for residents.

The total cost of all requests of $77,700, will be covered by the JDC available Fund balance (105.49000).

Sheriff’s Office - The Sheriff requests retroactive approval for the purchase of two servers totaling $84,000 (10052100.55800) to support the implementation of the new Southern Software program. These servers were not initially budgeted for in the FY24 budget of $1,000,000 for the software purchase. To cover this additional expense, the Sheriff proposes using $33,146 (10052100.55800) of unused budgeted funds from the New Southern Software program (contract amount $966,854) and reallocating $50,854 from the budget designated for Computer Support Services (10052100.52351) to cover this cost.
