STAFF RECOMMENDATION

Recommendation

Approve an amendment to the Intergovernmental Service Agreement with the City of Loxley, originally approved June 1, 2021, for the Loxley Transit Shelter, which extends the term of the agreement by twelve (12) months from the conclusion of the original agreement and increases project funding amounts by the Eastern Shore Metropolitan Planning Organization and the City of Loxley.

BACKGROUND INFORMATION

Background:  The current agreement with the City of Loxley for construction of a public transit shelter project at the Municipal Park in the City will expire on June 1, 2024. The project is still ongoing and a term extension of twelve (12) months is needed until all phases are complete. The project cost has increased to $1,908,310.00 since the preliminary project estimate of $978,293.00 in 2020. The Eastern Shore Metropolitan Planning Organization (MPO) has allocated $1,365,074.00 in 5307 Urban Area Transit Funds for the project. They have requested an additional $161,574.00 of federal funds pending approval. The City has agreed to provide the additional local match of $381,662.00 required for the project. The Baldwin Regional Area Transit System (BRATS) is the designated public transit provider for the MPO and the designated recipient of these funds. The City will manage the project and coordinate directly with the Alabama Department of Transportation (ALDOT) throughout the duration of the project. This amendment will extend the agreement between the County and City for twelve months and show increased project funding for the project.

Previous Commission action/date:

June 1, 2021 - The Commission approved an Intergovernmental Service Agreement formalizing the arrangements between the Baldwin County Commission and the Town of Loxley to provide joint cooperation in the Town’s management of the Loxley Transit Shelter project.
