STAFF RECOMMENDATION

Recommendation

Approve and authorize Chairman to execute the Mutual Aid Agreement (MAA) between The American Society for the Prevention of Cruelty to Animals (ASPCA) and Baldwin County Commission (Emergency Management Agency). The MAA provides a mechanism for Baldwin County, through the EMA and ASPCA, to partner and support citizens of Baldwin County during natural or manmade disasters.

The agreement shall be effective as of the date of the last signature and shall remain in effect until terminated by either party upon fifteen (15) days’ written notification by the other party.

BACKGROUND INFORMATION

Background: In March 2024 ASPCA contacted the Baldwin County EMA to meet and discuss a partnership. After the initial meeting, EMA staff and the Baldwin County Animal Shelter Director decided to work on the MAA with ASPCA. The agreement will provide grant opportunities for the Animal Shelter and give Baldwin County citizens a potential option for animal sheltering after a natural or manmade disaster.
