STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Adopt Resolution #2025-009 of the Baldwin County Commission amending the American Rescue Plan Act (ARPA) Subrecipient Agreement with AltaPointe Health Systems for the scope of services and performance extension for the Assisted Outpatient Treatment Program; and

 

2) Approve and authorize the Chairman to execute the Amended ARPA Subrecipient Agreement with AltaPointe Health Systems Inc.

The period of performance for this Agreement shall begin on the date of execution of the Agreement by both parties and shall end upon the completion of the project or on February 28, 2026.

BACKGROUND INFORMATION

 

Background:  The AltaPointe Health Assisted Outpatient Treatment Program is an eligible enumerated use within the Final Rule, issued by the U.S. Department of Treasury on January 6, 2022.

Treasury recognizes that the pandemic has broadly impacted Americans’ behavioral health, such as mental health and substance use; therefore, recipients can provide these services to the general public. Enumerated eligible uses include prevention, outpatient treatment, inpatient treatment, crisis care, diversion programs, outreach to individuals not yet engaged in treatment, harm reduction, and long-term recovery support.

Since the pandemic, AltaPointe has seen an increase in the number of calls for mental health, substance-related issues, and homelessness in AltaPointe’s practice as well as in their working relationships with law enforcement and their requests for support with individuals in crisis. AltaPointe is currently working with multiple law enforcement agencies, including the Baldwin County Sheriff's Office, to provide mental health training to officers as they are often the first responders in mental health, substance use, and homelessness crises. Providing them the tools and the ability to partner on calls with a clinician allows for diversion from incarceration to treatment and increases the likelihood that the individual will stay engaged in treatment and call treatment providers in future crises, freeing up law enforcement for public safety calls and reducing the number of individuals with serious mental illness in our jails. Additional funding provided through Baldwin County Commission would provide the resources necessary to sustain, restore, and enhance programs and services for individuals in Baldwin County. In particular, the funding would be used to hire four additional professional staff members who would work rotating 12-hour shifts. Funding for this additional staffing will enable the provision of patient services during extended hours through the week and on all weekends, with 24-hour access to on-call staff. In addition, this additional staffing will free up resources needed for responses with law enforcement in the event of a mental health, substance use, or homelessness crisis.

Due to a delay in achieving full staffing for the Project, the Subrecipient has requested additional time to expend all of the funds obligated in the Agreement and to purchase additional supplies for use in furtherance of the project.

Previous Commission action/date:  A summary of pervious Commission ARPA action is attached.

 

April 4, 2023 - BCC approved the following: 1) Adopted Resolution #2023-065 of the Baldwin County Commission allocating up to $695,346.00 of ARPA funds to AltaPointe Health for the Assisted Outpatient Treatment Program; and 2) Approved and authorized the Chairman to execute the sub-recipient contract with AltaPointe Health.

The period of performance for this Agreement shall begin on the date of execution of the Agreement by both parties and shall end upon the completion of the project or on December 31, 2024.
