STAFF RECOMMENDATION
Recommendation
As it relates to Construction of Phase II Baldwin County Sheriff’s Office Renovations of the Old Bay Minette Police Department Building, take the following actions:
1) Approve and authorize the Chairman to execute Change Order #2, for labor, material and equipment to add four (4) floor boxes in the Training Assembly Room, in the amount of $15,791.78 with JNB Services, LLC; and
2) Approve and authorize the Chairman to execute Allowance Authorization #2, to replace rusted roof decking, in the amount of $18,522.00 with JNB Services, LLC.
Allowance cost will be paid from project contingency allowance that was included in the bid amount.

BACKGROUND INFORMATION
Background: The Architect, Patrick Addison, with PH&J Architects, Inc., is submitting for Commission approval Change Order #2 and Allowance Authorization #2 on the Construction of Phase II Baldwin County Sheriff’s Office Renovations of the Old Bay Minette Police Department Building.
Change Order #2 in the amount of $15,791.78 is to add four (4) floor boxes in the Training Assembly Room. This amount to be funded from existing project contingency available in the Capital Project Fund Contract Services (20210202.51500).
The original construction cost of $3,445,522.00 plus $155,331.50 for Change Order #1 and $15,791.78 for Change Order #2, will increase the new construction cost to $3,616,645.28. Change Order #2 will increase the construction time by five (5) calendar days.
Allowance Authorization #2 in the amount of $18,522.00 is to replace rusted roof decking.
The contract included a contingency allowance in the bid amount of $50,000.00 minus $21,795.74 for Allowance #1 and $18,522.00 for Allowance #2, leaves a balance of $9,682.26.
Previous Commission action/date:
05/20/2025 meeting: 1) Approved and authorized the Chairman to execute Change Order #1, for labor, material and equipment to replace four (4) existing HVAC rooftop units, in the amount of $155,331.50 with JNB Services, LLC; and 2) Approved and authorized the Chairman to execute Allowance Authorization #1, for electrical work required to replace the four (4) existing HVAC rooftop units, in the amount of $21,795.74 with JNB Services, LLC. Allowance cost will be paid from project contingency allowance that was included in the bid amount.
12/17/2024 meeting: Awarded the bid for Construction of Phase II Baldwin County Sheriff’s Office Renovations of the Old Bay Minette Police Department building located in Bay Minette to the lowest bidder, JNB Services, LLC, in the bid amount of $3,445,522.00; Construction time: 270 calendar days; and authorized the Chairman to execute the Contract.
12/19/2023 meeting: Approved the design of Phase II Baldwin County Sheriff’s Office Renovations of the Old Bay Minette Police Department building located in Bay Minette in the estimated construction cost of $3,899,195.24 not including the cost of the security and camera equipment and authorized the Purchasing Director and Architect to bid the project.
04/04/2023 meeting: Approved the AIA Contract for architectural services with PH & J Architects, Inc., for the Phase II Sheriff’s Office Renovations to the old City of Bay Minette Police Building purchased from the City of Bay Minette in the amount of 6.5% of the construction cost.
