Fiscal Year 2023 State Homeland Security Grant Program through the Alabama Law Enforcement Agency

STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Approve the submittal of the Homeland Security Grant application to the Alabama Law Enforcement Agency (ALEA) in the amount of $46,908.00 for the Baldwin County Emergency Management Agency to purchase four (4) portable incident staging lights; and

2) Authorize the Chairman to sign any other documents related to the grant application; and

3) Authorize EMA Planning and Grants Division Manager to submit the Agreement electronically through the ALEA grants portal, on behalf of the Baldwin County Commission, by July 31, 2023.

BACKGROUND INFORMATION

 

Background:  The State Homeland Security Grant Program is a federally funded FEMA grant program focused on enhancing the ability to prevent, protect against, respond to, and recover from terrorist attacks. This is a reimbursement grant that does not require any local match.

 

Previous Commission action/date:  July 5, 2022 - The BCC approved the FY22 Homeland Security Application for BCSO and BCEMA.

 

November 22, 2022 - The BCC accepted the grant award for the Baldwin County Emergency Management Agency and authorized the Chairman to execute the FY22 Homeland Security Grant Agreement.

 

FINANCIAL IMPACT

 

Total cost of recommendation:  $46,908.00, to be offset by grant revenue
