Recommendation
Award the bid for Project No. HW23092 - Drainage Improvements on County Road 68, 1900’ East of County Road 65 to the lowest bidder, C. Thornton, Inc., in the Bid Amount $310,606.80; Construction Time: 45 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on October 16, 2024, at 2:00 p.m. Five (5) bids were received. The lowest bid was received from C. Thornton, Inc., in the bid amount of $310,606.80. The Baldwin County Assistant County Engineer, Mark Acreman, reviewed the bid responses and has submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest bidder, C. Thornton, Inc. Bid Tabulation attached.

Previous Commission action/date:
07/02/2024 meeting: 1) Approved the Purchasing Director to place a competitive bid for drainage improvements on County Road 68, 1900 feet east of County Road 65 in Loxley, Alabama, once plans and contracts are complete; and 2) Approved the Chairman to execute any project related documents.
02/20/2024 meeting: 1) Approved the allocation of “real” American Rescue Plan Act (ARPA) funds in the amount of $300,000 for the cost of the Drainage Improvements along County Road 68 Project, to include the replacement and improvement of the existing stormwater system; and 2) Adopted Resolution #2024-044 of the Baldwin County Commission allocating up to $300,000 of the ARPA funds for the Drainage Improvements along County Road 68 Project; and 3) Approved the Chairman to execute any project related documents..
