STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Approve an Intergovernmental Agreement between the Baldwin County Highway Department, acting on behalf of the Baldwin County Commission, and the East Central Baldwin County Water Authority for relocation of a water main on Kings Landing Road in the Seminole community; and

 

2) Authorize the Assistant County Engineer to execute the Intergovernmental Agreement.

 

The term of this Agreement shall commence upon full execution and shall remain in effect until the project is completed and accepted by both parties.

BACKGROUND INFORMATION

 

Background:  The Baldwin County Highway Department is paving approximately one (1) mile of the existing dirt portion of Kings Landing Road in the Seminole community. A 6-inch East Central Baldwin Water Authority (ECBWA) water main currently conflicts with the proposed improvements and must be relocated. The Intergovernmental Agreement defines the responsibilities of each party regarding the water main relocation.

 

Under the Intergovernmental Agreement, ECBWA will provide the materials necessary for the water main relocation and a technician to assist with assembly and oversight. The Baldwin County Highway Department will excavate the trench, assist with pipe placement, and backfill the trench. The agreement also includes mutual indemnification between the two agencies. King’s Landing Road is identified in The 25 Most Environmentally Damaging Dirt Roads of Baldwin County, Alabama, a report prepared by the Baldwin County Environmental Advisory Board.
