Recommendation
Award the bid for Baldwin County Resurfacing Projects 2026: Group #3/BCR-2026-3 to the lowest responsible bidder, Kingdom Construction Group, LLC, Bid Amount $666,658.29 for Alternative 2 (All Labor and Material Except County Provided Asphalt); Construction Time: 60 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on August 26, 2026, at 1:30 p.m. Five (5) bids were received. The lowest bid was received from Ammons & Blackmon Construction, LLC, however, they did not submit all the required documents with their response, therefore, their bid does not meet the required specifications. The next lowest bid was received from Kingdom Construction Group, LLC, in the bid amount of $666,658.29 for Alternative 2 (All Labor and Material Except County Provided Asphalt). The County will use the annual asphalt bid to supply the mix at an estimated cost of $2,149,113.43. Mark Acreman, Assistant County Engineer, reviewed the bid responses and submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest responsible bidder, Kingdom Construction Group, LLC, in the amount of $666,658.29. 10/07/2025 meeting: Authorized the Purchasing Director to place a competitive bid for Fiscal Year 2026 Resurfacing Projects as the design plans and specifications are completed.
