STAFF RECOMMENDATION
Recommendation
Award the bid for Project No. HW25075 - Intersection Improvements on County Road 26 (West Michigan Avenue) and Hickory Street South to the lowest bidder, Rob Middleton Construction, LLC, in the Bid Amount $2,100,221.80; Construction Time: 120 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on July 24, 2025, at 2:00 p.m. Nine (9) bids were received. Upon inspection by staff, the following mathematical errors were noted: Rob Middleton Construction, LLC, (-$251.28), Asphalt Services, Inc., (-$215.25), Grant Nichols Construction, LLC, (-$427.35), and Gibson Construction Services, LLC, (-$409.85). These errors did not change the overall outcome of the lowest bidder. The lowest bid was received from Rob Middleton Construction, LLC, in the bid amount of $2,100,221.80. The Baldwin County Assistant Engineer, Mark Acreman, reviewed the bid responses and submitted the Certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest bidder, Rob Middleton Construction, LLC. Highway will transfer $382,221.80 of FY 2024 Highway funds from the completed Project HW22146 - Old Foley Road at U.S. Highway 98 Intersection Improvements, to Project HW25075 - CR 26 at Hickory Street Improvements project to cover the overage in bid amount..
Previous Commission action/date: 05/20/2025 meeting: 1) Approved an Intergovernmental Service Agreement between the Baldwin County Commission and the City of Foley for the Intersection Improvement Project at County Road 26 (W Michigan Avenue) and S Hickory Street; and 2) Approved the Purchasing Director to place a competitive bid for the project once plans and specifications are completed.
