Recommendation

Approve the extension of the Contract with Eco-Restore, LLC, for the Land Management and Herbicide Application of the Baldwin County Mitigation Bank Area, located in Gulf Shores, Alabama, project at no additional charge to the County. (Contract extension effective until May 1, 2026.)

BACKGROUND INFORMATION

 

Background:  During the August 15, 2023, meeting the Commission awarded Bid #WG23-30A to Eco-Restore, LLC, for the Land Management of 424.46 acres of “Wet Pine Flatwoods Habitat” and 164.98 acres for Herbicide Application of Invasive Exotic Plant Species within the Baldwin County Mitigation Area, Gulf Shores, Alabama. The current contract with Eco-Restore, LLC, will expire on May 1, 2025. Due to frequent rain events, the site and soil conditions have hindered the contractor’s performance of tasks required to achieve the Functional Capacity Index (FCI) Score of 0.9” in for over approximately 424.46, acres within the Baldwin County Mitigation Area located in Gulf Shores, Alabama. To date, the contractor has completed 340 acres of land management to wet pine flatwoods habitat and all the 164.98 acres of spot herbicide application to control of invasive species in the Bayhead Drain Wetlands. The contractor has submitted a request to extend the contract through May 31, 2026, at no cost to the County. The extension will allow the contractor to complete the required tasks to meet or exceed the FCI Score of 0.9”. The Highway Department concurs with the extension.

 

Previous Commission action/date: 

08/15/2023 meeting: Awarded bid to the lowest bidder, Eco-Restore, LLC, for the Land Management and Herbicide Application of the Baldwin County Mitigation Bank Area, located in Gulf Shores, Alabama in the amount of $577,795.32 and authorized the Chairman to execute the contract. (Contract effective the same day as its full execution and the Notice to Proceed is issued.)

 

06/06/2023 meeting: Rejected the bid received from Wildlife Solutions, Inc. for Competitive Bid #WG23-30 - Land Management and Herbicide Application of the Baldwin County Mitigation Bank Area, Gulf Shores, Alabama because it exceeded the amount budgeted for this project; and authorized the Purchasing Director to re-bid Competitive Bid #WG23-30 - Land Management and Herbicide Application of the Baldwin County Mitigation Bank Area, Gulf Shores, Alabama after Highway Staff finalizes the revisions to the specifications and authorized the Chairman to approve any necessary addendums or clarifications if required after the bid was advertised.

 

04/04/2023 meeting: Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Land Management and Herbicide Application of the Baldwin County Mitigation Area, Gulf Shores, Alabama; and further, authorized the Chairman to approve any necessary addendums or clarifications if required after the bid was advertised.
