STAFF RECOMMENDATION

Recommendation

Approve and authorize the Chairman to execute the Fiscal Year 2026 Federal Transit Administration (FTA) Certifications and Assurances as it pertains to the Sections 5307, 5311, 5339, and 5340 grant programs for Baldwin Regional Area Transit System (BRATS).

BACKGROUND INFORMATION

 

Background:  Annually, the FTA requires all transit grant recipients to sign Certifications and Assurances indicating the compliance to applicable federal statutes, regulations, executive orders, and requirements to receive federal funding. This annual submission requires the signatures of the grant recipients’ authorized representative,  Commission Chairman and representing attorney. NOTE: an extensive FTA review was conducted in May 2025 where BRATS and the Baldwin County Commission were found to be in full compliance.

 

Previous Commission action/date: 

July 1, 2025 - Approved FY25 Certifications and Assurances.

 

March 19, 2024 - Approved FY24 Certifications and Assurances.

 

February 24, 2023 - Approved FY23 Certifications and Assurances.

 

April 5, 2022 - Approved FY22 Certifications and Assurances.

 

February 17, 2021 - Approved FY21 Certifications and Assurances.
