Award the bid for Project No. TAPNU-TA17(934), BCP-0203317; Sidewalk Improvements County Road 1 from 1.6 Miles South of Mullet Point Park to Mullet Pont Park to the lowest bidder, Gillis Construction, Inc., as follows, and authorize the Chairman to execute the Contract.
Base Bid Amount: $394,342.00 Construction Time: 55 Working Days
Bid Additive 1: $ 31,585.00 Construction Time: 5 Working Days
Bid Additive 2: $ 22,060.00 Construction Time: 5 Working Days

BACKGROUND INFORMATION
Previous Commission action/date:
12/06/2016 meeting: Approved Resolution #2017-038 and a letter of intent in support of the Fiscal Year 2017 Transportation Alternatives Program (TAP) Project for the County Road 1 sidewalk.
08/01/2017 meeting: Approved Resolution #2017-121 and an Agreement with the Alabama Department of Transportation (ALDOT) for the funding of construction costs associated with the Transportation Alternative Program (TAP) Grant Project - Sidewalk Construction along County Road 1 Mullet Point Park south approximately 2.5 miles. Funding is subject to availability of Federal Aid Funds at the time of authorization. (Agreement shall be effective on the date of the approval of the Governor of Alabama and may be terminated by either party upon the delivery of a thirty (30) day notice of termination.)
04/17/2019 meeting: 1) Authorized the Purchasing Director to advertise a competitive bid for the County Road 1 Sidewalk Construction from Mullet Point Park south 2.5 miles; and 2) Authorized the Chairman to execute any project related documents.
Background: Bids were opened in the Purchasing Conference Room on April 2, 2019 at 2:00 p.m. Seven (7) bids were received. The lowest bid was received from Gillis Construction, Inc., in the total bid amount of $447,987.00 for Base Bid and Bid Additive 1 and 2 with a Construction of 65 Working Days. The Baldwin County Engineer, Joey Nunnally, and the Alabama Department of Transportation has reviewed the bid responses and has submitted the certified Bid Tabulation and letters recommending that the bid be awarded to the lowest bidder, Gillis Construction, Inc., as per the attached Bid Tabulation.
