STAFF RECOMMENDATION

Recommendation

Approve and authorize the Chairman to execute the Contract with Thompson Engineering, Inc., for the Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond in the amount not to exceed $150,000.00.

This project is funded by a grant from The Gulf Coast Ecosystem Restoration Council (RESTORE Council).

BACKGROUND INFORMATION

 

Background:  The Request for Qualifications (RFQ) for Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond has been received and reviewed by the evaluation committee. Three (3) firms submitted a packet. After reviewing the three (3) submittals, the evaluation team scored Thompson Engineering, Inc., the highest and feels Thomspon Engineering, Inc., is the most qualified firm for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond. In conjunction with Alabama Department of Conservation and Natural Resources (ADCNR) subaward grant agreement of a total amount of Federal Funds obligated of $150,000.00 and the approval of the selected firm, the Staff requests the Baldwin County Commission’s approval of the award contract regarding the selection.

 

Previous Commission action/date: 

10/01/2024 meeting: The Commission rejected all the proposals received and approved the revised Request for Qualifications (RFQ) which includes project funding from RESTORE and authorize the Purchasing Director to advertise the RFQ.

 

04/16/2024 meeting: The Commission executed an agreement between the Baldwin County Commission and Alabama Department of Conservation and Natural Resources (ADCNR) to provide preliminary engineering of the conversion of approximately 80 acres of farmland into a regional stormwater facility that will improve water quality within the Fish River Watershed.

 

04/02/2024 meeting: Approved the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond and authorized the Purchasing Director to advertise the RFQ.
