STAFF RECOMMENDATION
Recommendation
Mr. Harlan Foster, Managing Director of Community Development Group, LLC., will be present to update the Commission on the status of the American Rescue Plan Act (ARPA) Revenue Replacement allocation to the South Baldwin Workforce Development Authority for the development of its master plan.

BACKGROUND INFORMATION
Background: Gateway Initiative submitted a request to the Baldwin County Commission to fund an economic development project by the South Baldwin Workforce Development Authority, which included pre-project studies and plans for use in the design and development of the South Baldwin Workforce Training Campus. The purpose of the project is to develop an economic impact study and master plan for the South Baldwin Workforce Training Campus for use in facilitating and obtaining funding for the creation of programs and services to address labor, training, childcare, housing, and transportation issues impeding business recovery from the COVID-19 pandemic.
Previous Commission action/date:
February 7, 2024 - The BCC approved the following actions: 1) Approved and authorized staff to pay Gulf Coast Media for the Public Meeting Legal Notice in the amount of $240.56 of ARPA Revenue Replacement funds; and 2) Adopted Resolution #2023-056 of the Baldwin County Commission allocating up to $300,000.00 of ARPA Revenue Replacement funds to the South Baldwin Workforce Development Authority; and 3) Approved and authorized the Chairman to execute the Agreement between the Baldwin County Commission and the South Baldwin Workforce Development Authority for ARPA funding to support an economic development project.
February 7, 2023 - The BCC approved $300,000 for the economic impact study and master plan for the South Baldwin Workforce Training Campus for use in facilitating and obtaining funding for the creation of programs and services to address labor, training, childcare, housing, and transportation issues impeding business recovery from the COVID-19 pandemic. The Authority has provided the County with an eligible reimbursement total of $168,440.56 with the Agreement period of performance ending on December 31, 2024.
