STAFF RECOMMENDATION

Recommendation

As related to the Fiscal Year 2023 Section 5307 Urban Transportation Grant Program, authorize Baldwin Regional Area Transit System (BRATS) staff to submit an Amendment to the FY 2023 Section 5307 Urban Transportation Grant to request additional funding for the increased construction cost of the Loxley Transit Passenger Shelter.

BACKGROUND INFORMATION

 

Background:  The Baldwin County Commission was awarded FTA Grant AL-2022-021-00 on September 1, 2022. The total 5307 Urban Transportation Grant award was $1,340,000.00 (FTA share: $1,016,500.00; BCC share: $145,500.00; City of Loxley share: $178,000.00). The grant included federal funding for the Loxley Transit Shelter of $712,000.00.

The requested amendment will increase the federal funding for the Loxley project to $912,000.00 and the City of Loxley’s portion to $228,000.00. The amendment for additional funding is due to the increase in construction costs since the initial engineering cost estimates in 2021.

There is no cost to the Baldwin County Commission for this amendment.

Previous Commission action/date:

June 4, 2024 - BCC extended the Intergovernmental Service Agreement with the City of Loxley.

 

May 21, 2024 - BCC issued a Letter of Concurrence to ALDOT for the awarding of the construction contract to Waverly Construction of Alabama, LLC.

 

September 20, 2022 - BCC accepted the award of the FY 2023 Section 5307 transportation grant.

 

July 19, 2022 - BCC approved Baldwin Regional Area Transit System to submit FY 2023 grant application to FTA for 5307 Grant Funds.
