STAFF RECOMMENDATION
Recommendation
Approve Amendment No. 1 to the Program Partner Contract with Lifelines Counseling Services for Community Development Block Grant - Disaster Recovery (CDBG-DR) Homeownership Assistance Program (HAP) Homebuyer Education Course Services.
End
BACKGROUND INFORMATION
Background: The U.S. Department of Housing and Urban Development (HUD) requires CDBG-DR grantees to coordinate with HUD-certified housing counseling agencies to ensure that disaster-impacted homeowners and renters have access to accurate information, assistance, and recovery-related services. Lifelines Counseling Services currently provides Baldwin County HAP participants with information and resources necessary to prepare for successful homeownership through in-person Homebuyer Education Courses. However, all in-person Homebuyer Education Classes offered by Lifelines Counseling Services are currently full.
Amendment No. 1 to the Program Partner Contract would allow Lifelines Counseling Services to provide online Homebuyer Education Courses for Baldwin County HAP participants in addition to the in-person classes. HAP participants must complete a HUD-certified housing counseling session prior to the purchase of a home, so limited class availability will create delays in the homebuying process, jeopardizing timely completion of home purchases. The provision of online Homebuyer Education Courses will alleviate capacity challenges, allow HAP participants who cannot immediately secure a seat for an in-person class to complete the course, and support the County’s ability to move applicants through the program while meeting HUD requirements.
Previous Commission action/date: September 15, 2026 - Approved and authorized the Chairman to execute the Agreement for the CDBG-DR HAP Homebuyer Education Course Services with Lifelines Counseling Services.
