STAFF RECOMMENDATION

Recommendation

Authorize the County Engineer to negotiate fee and execute standard on-call contract for professional services with Jade Consulting, LLC, in accordance with Policy # 9.10, to update Live Oak and Bicentennial Park Master Plan.

BACKGROUND INFORMATION

 

Background:  Jade Consulting, LLC will update the Master Plan for Live Oak Landing and Bicentennial Park to better conform to current and future uses, as well as the Commission Strategic Plan.

 

Previous Commission action/date:  

April 14, 2009 (E5) - Baldwin County Bicentennial Park, Phase I - Approved the overall multi-phase plan to complete Bicentennial Park. Phase I of the park project will be completed during 2009 while subsequent phases will be completed in five- and ten-year increments and approved the following components of Phase I of construction of Bicentennial Park:  1) Davida Hastie nature trail: construction to include gravel trail and portion of boardwalk to include observation platform on historical side of park. completion date July 31, 2009 - estimated cost projection, $42,000.00 2) 19th century farm: (infrastructure to include stabilization of farm house, basic restorative work, moving of cotton crib and barn, and field maintenance including discing and preparing to plant), layout of farm roadway - completion date December 15, 2009 - estimated cost projection, $47,500.00 3) native American experience exhibit: cornerstone of native American experience to include the community use structure such as council house and some dwelling structures - completion date December 15, 2009 - estimated cost projection, $25,000.00 4) Veteran’s memorial area: (infrastructure to include walkways, basic pad for monuments) different veteran’s groups will provide the actual monument for the site - completion date may 9, 2009 - estimated cost projection, $18,000.00 5) asphalt southern park entrance: asphalt to gated area to prevent further erosion - completion date July 31, 2009 - estimated cost projection, $65,000.00 6) pavilion and picnic area: to include brick park and accompanying picnic tables, gazebo, etc - completion date December 15, 2009 - estimated cost projection, $75,000.00 7) continued preparation of park grounds: includes invasive species control and further archaeological studies as needed - estimated cost projection, $24,800.00 12 8) gravel parking lot: complete gravel parking lot at north entrance of park - completion date September 30, 2009 - estimated cost projection, $40,000.00 9) contingency plan to open primitive camping: implementation of camping spots that can be reserved by campers - completion date September 28, 2009 - estimated cost projection, $21,000.00 10) Bicentennial activities: incorporate community celebrations throughout 2009 to include Stockton’s trailing Baldwin County history, the Baldwin County fair, Foley’s heritage harbor days, and other events as added - estimated cost projection, $75,000.00 total projected cost of phase I construction: $433,300.00.

 

May 7, 2013 (EF9) - Adopted the Master Plan for Live Oak Landing prepared by Jade Consulting, LLC.
