STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve the submittal of the Bridge Investment Program (BIP) Grant application by staff on behalf of the Baldwin County Commission for the County Road 64, County Road 87, and Phillipsville Road bridge replacement projects; and
2) Authorize the Chairman to sign any other documents related to this grant application.

BACKGROUND INFORMATION
Background: The Federal Highway Administration (FHWA) has released the FY2026 Notice of Funding Opportunity (NOFO) for the Bridge Investment Program (BIP). This program, funded through the Bipartisan Infrastructure Law (BIL), provides federal assistance for planning, rehabilitation, and replacement of bridge infrastructure that is in poor condition, at risk of failure, or critical to regional mobility. The program is designed to reduce the nation’s bridge repair backlog, improve safety, and support long-term infrastructure resilience.
Current Bridge information:
County Road 64: Year built, 1957 - Length 487’ - currently not load posted - functionally obsolete, due to lane width, current design standards, and bridge height (bridge overtops in heavy rain events)
County Road 87: Year built, 1962 - Length 625’ - currently load posted - functionally obsolete, due to lane width, current design standards, and bridge height (bridge overtops in heavy rain events)
Phillipsville Road: Year built, 1957 - Length 409’ - currently load posted - functionally obsolete, due to lane width, current design standards, bridge geometry (sight distance in curve) and bridge height (bridge overtops in heavy rain events)
