STAFF RECOMMENDATION

Recommendation

Authorize the Highway Department to continue right-of-way acquisitions on the following dirt road paving projects:

 

                     HW08378000 - Woerner Road from County Road 83 to County Road 87

                     HW08392000 - Boros Road from Frank Road to Comstock Road

                     HW22021 - Malkoskie Road from Boros Road to End of Maintenance

                     HW25084 - South Boulevard from End of Pavement to West Boulevard

                     HW16039000 - Fairground Road from Adams Drive to Baldwin Beach Express

                     HW19121000 - Russian Road from Roscoe Road to End of Maintenance

BACKGROUND INFORMATION

 

Background:  Baldwin County Commission Policy 9.20 authorizes the Highway Department to acquire right-of-way for approved Highway Department projects through donation, negotiated purchase, or the exercise of eminent domain when necessary. The Highway Department currently has six (6) dirt road paving roadway improvement projects for which all required right-of-way has not yet been secured. Despite ongoing efforts to acquire the necessary right-of-way through voluntary negotiations, utilization of eminent domain may be required to obtain the remaining parcels in order to progress the projects to construction. Forty-seven (47) of eighty-one (81) right-of-way tracts have currently been donated or purchased for the projects.
