STAFF RECOMMENDATION

Recommendation

Approve the Engineering Fee Proposal with Jade Consulting, LLC, for design of the Shipp Road Extension with design fees not to exceed $313,250.00.

BACKGROUND INFORMATION

 

Background:  The Baldwin County Commission is considering approval of a professional services contract with Jade Consulting, LLC, for the design of a roadway segment extending from Old Jack Springs Road westward and looping southward to the proposed realignment of Shipp Road at State Route 287.

 

The proposed project will create a western loop opposite the previously approved Willie Cooper Road extension and is intended to improve regional connectivity, support mobility, and enhance long-term economic development opportunities within the area. Upon completion, the corridor will provide additional connectivity between existing and planned transportation facilities within the State Route 287 corridor. The scope of services includes roadway design, geotechnical investigations, surveying, environmental permitting, pedestrian elements, and roadway lighting.

 

Funding for the design activity will be provided through the 2024 Tax Increment Financing District (TIF D1) warrant proceeds. This action follows prior Commission approval authorizing the Baldwin County Highway Department to acquire right-of-way for future intersection safety improvements along State Route 287 between Old Jack Springs Road and Willie Cooper Road.

 

Previous Commission action/date:  November 18, 2025 - Authorized the Highway Department to acquire right-of-way for future intersection safety improvements along State Route 287 between Old Jack Springs Road and Willie Cooper Road.
