Award the bid for Project No. ERPR-9076 (910) HW23093 - Drainage Improvements on County Road 48 5115 Ft. East of Adams Drive to the lowest bidder, PL Russell, LLC, in the Bid Amount $95,575.15; Construction Time: 15 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on April 2, 2025, at 2:00 p.m. Twelve (12) bids were received. The lowest bid was received from PL Russell, LLC, in the bid amount of $95,575.15. The Baldwin County Assistant Engineer, Mark Acreman, and the Alabama Department of Transportation (ALDOT) have reviewed the bid responses and submitted their recommendation to award to the lowest bidder, PL Russell, LLC. Previous Commission action/date:
01/28/2025 meeting: 1) Approved the Purchasing Director to place a competitive bid for the County Road 48 Drainage Improvements Project; and 2) Approved the Chairman to execute any project related documents.
10/17/2023 meeting: The Commission adopted Resolution #2024-019 and authorized the Chairman to execute an agreement between the Baldwin County Commission and ALDOT for the funding of emergency repairs, preliminary engineering, permanent construction and construction engineering inspection for the County Road 48 drainage repairs FHWA disaster project.
