STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve the Hazard Mitigation Grant Program Disaster Recover (HMGP-DR) 4563-006 State-Sub-Recipient Disaster Assistance Agreement with Alabama Emergency Management Agency to Fund Installation of (Katie Ragland) Individual Safe Room (ISR) for $12,850.26; and
2) Approve the Sub-grantee Funding Agreement with Katie Ragland to acknowledge Baldwin County Commission as the passthrough entity for grant activity between Alabama Emergency Management Agency and Katie Ragland; and
3) Authorize the Chairman to sign any other documents related to the Grant Agreements.

BACKGROUND INFORMATION
Background: The Hazard Mitigation Grant Program (HMGP) is a Federal Emergency Management Agency program that provides funding to government entities to reduce the risk of future disasters like hurricanes, wildfires, earthquakes, and flooding. The local government (Baldwin County Commission) serves as a pass-through entity to manage grant activities for homeowners. There is no cost to the Commission.
The HMGP-DR 4563-006 is based on the Presidential Disaster Declaration for Hurricane Sally (September 16, 2020). Katie Ragland has proposed installing a new prefabricated 8’x8’x7 above-ground ISR at 11852 County Rd 87, Elberta, Alabama. The Saferoom will provide near-absolute protection against 250 MPH winds for a minimum of two (2) hours. The overall cost of the project is $12,850.25 with a federal share of $11,565.23 and a non-federal share of $1,285.02 to be paid by the homeowner (Katie Ragland).
The period of performance for this grant ends June 20, 2025.
Previous Commission action/date: March 16, 2021 (item 21-067) - Commission approved DR-4563 (Hurricane Sally) Hazard Mitigation Grant Program Letter of Intent to Apply for Mitigation Grant Funds.
