Recommendation
Take the following actions:
1) Approve the Request for Proposals (RFP) for Pilot Project: Automated Property Sketch Verification & Imagery Analysis Solution, and authorize the Purchasing Director to advertise RFP; and
2) Further, authorize the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the RFP is advertised.

BACKGROUND INFORMATION
Background: Revenue Commissioner Teddy Faust is requesting that the Commission approve the advertising of the attached Request for Proposals (RFP) for a Pilot Project: Automated Property Sketch Verification & Imagery Analysis Solution. The Baldwin County Commission is initiating a pilot project to evaluate modernized tools for improving property sketch accuracy within the County’s Computer-Assisted Mass Appraisal (CAMA) system. Accurate structure sketches are essential for fair and equitable property assessments; however, they are traditionally dependent on manual review, in-person inspections, and outdated aerial imagery. These processes can be labor-intensive, time-consuming, and subject to inconsistencies.
To address these challenges, the Commission seeks to issue an RFP for an Automated Property Sketch Verification & Imagery Analysis Solution. This technology leverages high-resolution aerial imagery, automated building-footprint detection, and digital comparison tools to identify discrepancies between existing sketches and current conditions. The solution will help staff quickly identify mismatched structures, missing sketches, unrecorded additions, and other update needs within the County’s records.
The pilot area includes approximately 247 square miles and roughly 66,000 parcels concentrated along the Eastern Shore and surrounding communities. The purpose of this pilot is to determine the accuracy, operational benefits, and cost-effectiveness of such a system before considering a county-wide implementation.
