Tennis Club Drive - Road Acceptance

STAFF RECOMMENDATION

Recommendation

Accept Tennis Club Drive (2,099 feet) for maintenance and authorize said road to be added to the County Maintenance Road List contingent upon the completion of the following items by March 15, 2021:

 

1) Survey and rerecord the private easement roadways as public rights-of-way. The general width will be 40 feet but will deviate at common area islands to include one (1) foot behind the back of curb for a total combined right-of-way width of 40 feet. Common areas shall remain the property and maintenance responsibility of the property owners.

 

2) Property owners will agree to pay for and maintain streetlights.

 

3) Remove entrance gates, keypads, and bollards at the intersections of Tennis Club Drive and County Road 32 and Tennis Club Drive and Section Street.

 

4) Repair section of gutter.

 

5) Remove sign from County Road 32 right-of-way at Tennis Club Drive.

 

6) Pay $25,000.00 to Baldwin County for resurfacing at a future date.

Background: 

 

The Point Clear Tennis Club plat was recorded in 2003 and contains private streets. It was originally permitted as a planned residential development (PRD). A request has been submitted for the roads to be taken over for maintenance by the County. An inspection by the Highway Department generated a list of contingencies that must be completed by all property owners along Tennis Club Drive within six months before the roads can be accepted by the County.

 

This item was discussed during the work session on August 31, 2020.
