STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve the Agreement between the South Alabama Antique Tractor and Engine Club (SAATEC) and the Baldwin County Commission for the SAATEC to use Bicentennial Park to display, store and collect antique tractors, engines, machinery, and implements of historical value. The Agreement shall commence on July 5, 2023, and continue for one (1) year expiring on July 5, 2024; and
2) Approve the Release and Waiver Liability, Assumption of Risk, and Indemnity Agreement for SAATEC members to store tractors and tractor related equipment at Bicentennial Park.
Approval is contingent upon receipt of certificate of liability insurance.

BACKGROUND INFORMATION
Background: SAATEC was founded to preserve the rich culture of agriculture and to educate the current generation about activities involved in the daily life of farming. SAATEC has partnered with Baldwin County Commission’s Department of Archives and History to actively promote North Baldwin County and to assist in the development of Bicentennial Park. SAATEC serves as co-host for the Olde Time Days event, school field trips and any other agricultural-related events at Bicentennial Park.
As requested, SAATEC has performed many public demonstrations at the Bicentennial Park including syrup making, grist mill, plowing, peanut threshing, and much more. The Tractor Club’s generous donation of their time at Bicentennial Park creates the atmosphere of a 19th-century working farm.
Previous Commission action/date: June 21, 2022 - BCC Regular Meeting - Approved the Agreement between the South Alabama Antique Tractor and Engine Club (SAATEC) and the Baldwin County Commission, effective June 21, 2022, through June 20, 2023 for SAATEC to use Bicentennial Park to display, store, and collect antique tractors, engines, machinery and implements of historical value, and approved the Release of Waiver of Liability, Assumption of Risk, and Indemnity Agreement for tractor storage at Bicentennial Park for the SAATEC members.
February 15, 2022 - BCC Regular Meeting - The item was tabled. Staff will work with the county attorney to prepare a Release of Waiver of Liability, Assumption of Risk, and Indemnity Agreement between Baldwin County Commission and South Alabama Antique Tractor and Engine Club and a release of liability waiver.
November 26, 2019 - BCC Work Session - The item was tabled. Staff was asked to provide more information and the Property Deed for Bicentennial Park.
