STAFF RECOMMENDATION
Recommendation
Award the Contract for the Request for Proposals (RFP) for the Baldwin County Inmate Technology Services to the vendor, Combined Public Communications, LLC, providing the highest commission rate of 60% per the RFP Tabulation and authorize the Chairman to execute the Contract and any other necessary documents. (Contract is effective for twenty-four (24) months effective immediately upon the same date as its full execution, with an option to renew for one (1) additional twelve (12) month period).

BACKGROUND INFORMATION
Background: The Baldwin County Sheriff’s Office solicited a Request for Proposals (RFP) for the Inmate Technology Services on March 26, 2025. The proposals were due on May 1, 2025. Four (4) proposals were received. The vendor submitting the highest commission rate to the County was Combined Public Communications, LLC. They submitted a commission rate of 60% for the Inmate Technology Services. Staff recommends the Commission award the RFP to the most beneficial vendor, Combined Public Communications, LLC, and authorize the Chairman to execute the Contract.
