STAFF RECOMMENDATION

Recommendation

Award the bid for Project No. DEMO-0223(251) HW20057 - Eastern Shore Trail Extension to the lowest bidder, McElhenney Construction Company, LLC, in the Bid Amount $2,036,759.80; Construction Time: 120 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION

 

Background:  Bids were opened in the Purchasing Conference Room on October 22, 2025, at 2:00 p.m. Eight (8) bids were received. The lowest bid was received from McElhenney Construction Company, LLC, in the bid amount of $2,036,759.80. The Baldwin County Assistant Engineer, Mark Acreman, and the Alabama Department of Transportation (ALDOT) have reviewed the bid responses and submitted their recommendations to award the bid to the lowest bidder McElhenney Construction Company, LLC. 

 

The current available project budget is $1,252,206.82 for this project leaving a budget deficit of $784,552.98. The following projects were completed under budget or nearing completion and have budget funds available that can be used to offset the US 98 Sidewalk project budget deficit:

 

CR 13 @ CR 44 Intersection Improvements (Completed Under Budget)                     $223,949.00

CR 65 from Underwood Rd to CR 28 (Completed Under Budget)                                          $478,580.00

Sherman Road Bridge Replacement (Nearing Completion)                                                               $  82,023.98

$784,552.98

 

This project is federally funded through the Alabama Department of Transportation Planning Organization, along with Baldwin County funds. Certified Bid Tabulation attached for review.

 

Previous Commission action/date:  06/24/2025 meeting: 1) Approved the Purchasing Director to place a competitive bid for the U.S. Hwy 98 Eastern Shore Trail Extension Project from the east side of the Fish River Bridge to Pleasant View Lane once plans and specifications are completed.
