STAFF RECOMMENDATION

Recommendation

Authorize the Chairman to execute the Mutual Termination Agreement and Release with Via Mobility, LLC to terminate the Contract for Professional Services between the Baldwin County Commission and Via Mobility, LLC in accordance with the termination clause specified in the initial contract approved on June 16, 2020.

BACKGROUND INFORMATION

 

Background:  Via Mobility, LLC was the software provider for BRATS’ on-demand mobile app, fleet and driver scheduling system, driver navigation, and fare collection system. A new software provider was selected through a formal RFP and BRATS completed the full transition from Via Mobility to the new software, Spare Labs, on June 23, 2025. The new contract results in a cost reduction of approximately $180,000.00 over the 3-year contract period with Spare Labs.

 

Previous Commission action/date: 

March 5, 2025 - Approved 3-year contract with Spare Labs

 

November 5, 2024 - Approved request to issue RFP for transit software

 

September 17, 2024 - 1) Approved a one-year renewal for the Contract for Professional Services between the BCC and Via Mobility, LLC for the provision of software services at an annual cost of $174,000.00. The term of said contract commenced October 1, 2024, and was set to terminate upon the expiration of twelve (12) months; and 2) Authorized the Chairman to execute the contract and any other related documents.

 

September 19, 2023 - 1) Approved a one-year renewal for the Contract for Professional Services between the BCC and Via Mobility, LLC for the provision of software services; and 2) Authorized the Chairman to execute the contract and any other related documents.

 

September 6, 2022 - 1) Approved a one-year renewal for the Contract for Professional Services between the BCC and Via Mobility, LLC for the provision of software services; and 2) Authorized the Chairman to execute the contract and any other related documents.

 

September 21, 2021 - 1) Approved a one-year renewal of the Contract for Professional Services between the BCC and Via Mobility, LLC for the provision of software services; and 2) Authorized the Chairman to execute the contract and any other related documents.

 

June 16, 2020 - 1) Approved a Contract for Professional Services between the BCC and Via Mobility, LLC, selected through a non-competitive process pursuant to Ala. Code § 41-16-51, for the provision of innovative software services in conjunction with the FTA Integrated Mobility Innovation (IMI) Program. The annual fees were $198,000.00. The term of said contract was for sixteen (16) months with three (3) one-year renewal options; and 2) Authorized the Chairman to execute the contract and any other related documents.
