STAFF RECOMMENDATION
Recommendation
Regarding Baldwin County Commission (Administration Department) policies, take the following actions:
1) Adopt revised Policy 2.7 - Location and Extension of Cemeteries, Family Burial Plots, Abandonment of Cemeteries, Removal and Reinterment of Human Remains (which combines Policy 2.7 - Licensing of Cemeteries and Policy 2.18 - Abandonment of Cemeteries and Removal and Reinterment of Human Remains); and
2) Abolish Policy 2.18 - Abandonment of Cemeteries and Removal and Reinterment of Human Remains; and
3) Adopt revised Policy 2.17 - Advertisement Requirements in Media Publications.

BACKGROUND INFORMATION
Background: Staff is reviewing the policies under the Administration Department and is proposing updates and revisions to policies in an effort to simplify and streamline outdated processes or combine similar policies as needed.
Summary of revisions to each policy:
Policy 2.7 - Licensing of Cemeteries and Policy 2.18 - Abandonment of Cemeteries and Removal and Reinterment of Human Remains
The policies regarding cemetery establishment and cemetery abandonment have been combined into one policy. The requirement for the Commissioner in the district where the proposed cemetery is located to visit the site in person has been removed. Any Commissioner can arrange for a site visit or direct staff to conduct a site visit if it is found necessary before the Commission votes on a cemetery application.
2.17 - Advertisement Requirements in Media Publications
Previously used Media Matrix has been removed which will eliminate the need to update the matrix and the policy as requirements for various departments change. Meeting all advertising requirements and keeping the required proofs of publication on file is the responsibility of each department head. Each department is responsible for the timely submission of any advertising of public hearings to Administration staff to be posted on the County public hearings calendar online.
