STAFF RECOMMENDATION

Take the following actions:

 

1) Approve the Purchasing Director to place a competitive bid for drainage improvements on County Road 68, 1900 feet east of County Road 65 in Loxley, Alabama, once plans and contracts are complete; and

 

2) Approve the Chairman to execute any project related documents.

 

BACKGROUND INFORMATION

Background: Baldwin County has been awarded $300,000.00 from the Alabama Department of Environmental Management (ADEM) through the ARPA Drinking Water/Wastewater Grant Program. This project will replace an existing cross drain to improve safety related to travel as well as protecting a nearby watershed and mitigate flooding impacts.

 

Previous Commission action/date: 

August 15, 2023 -The Commission approved the Highway Department staff to prepare and submit an application to the Alabama Department of Environmental Management (ADEM) for State American Rescue Plan Act (ARPA) grant funding for cross drain replacement on County Road 68 (1900 feet East of County Road 65) in Loxley, Alabama; and adopted Resolution #2023-167 committing Baldwin County to the required match or in-kind funds of $162,000.00 if project is awarded; and approved Chairman to sign any other award or reporting documents related to the grant application as needed.

 

November 7, 2023 - The Commission adopted Resolution #2024-038 to authorize the Chairman to execute an agreement between the Baldwin County Commission and the Alabama Department of Environmental Management (ADEM) for the funding of the County Road 68 Drainage Project, 1900 feet east of County Road 65.

 

February 20, 2024 - The Commission approved the allocation of “real” American Rescue Plan Act (ARPA) funds in the amount of $300,000.00 for the cost of the Drainage Improvements along County Road 68 Project, to include the replacement and improvement of the existing stormwater system; and adopted Resolution #2024-044 of the Baldwin County Commission allocating up to $300,000.00 of the ARPA funds for the Drainage Improvements along County Road 68 Project; and approve the Chairman to execute any project related documents

 

FINANCIAL IMPACT

 

Total cost of recommendation:  $405,000.00 - of this amount, ADEM is providing a 65% match ($300,000.00) and the County is providing the remaining 35% ($105,000.00)
