STAFF RECOMMENDATION

Recommendation

Take the following actions:

1) Adopt Resolution #2024-169 authorizing the Baldwin County Commission to accept the transfer of two minivans from Escambia County Board of County Commissioners and assume the Federal Transit Administration (FTA) interest; and

2) Authorize Chairman to sign the letter requesting FTA consent for the transfer and assumed interest of the vehicles.

BACKGROUND INFORMATION

 

Background:  A portion of the Pensacola, Florida Urbanized Area (UZA) lies within the boundaries of Baldwin County, Alabama, specifically the communities of Lillian, Alabama, and Orange Beach, Alabama. Escambia County Area Transit (ECAT) does not provide transit services in those areas; however, Escambia County, Florida does receive 5307 Urban Transit funds apportioned to these areas of Baldwin County. Baldwin Regional Area Transit System provides regular transit service to these areas.

 

ECAT applied for and received awards in both their FL-2020-052 and FL-2022-007 grants to purchase transit vehicles (1 in each grant award) to support BRATS’ public transit service within their UZA. The 20% local match required for the vehicles was covered by State of Florida toll credits.

 

The Baldwin County Commission ordered (2) two new minivans off the State of Alabama Department of Transportation Contract on October 19, 2023, and received the vehicles on August 13, 2024. BRATS staff is requesting the adoption of Resolution #2024-169 to authorize the acceptance of the vehicles and assume the FTA interest and the execution of the attached letter requesting FTA consent for the transfer and assumed interest of the vehicles.

 

Previous Commission action/date: 

October 17, 2023 - 1) Approved the purchase of one (1) new Chrysler Voyager Minivan with wheelchair rear entry ramp at a price of $66,293.00. Escambia County FL Board of Commissioners will reimburse the Baldwin County Commission $66,114.00 of FL-2020-052 Section 5307 Urban Transportation Grant funds, resulting in a cost to the Baldwin County Commission of $179.00.

 

2) Approved the purchase of one (1) new Chrysler Voyager Minivan with wheelchair rear entry ramp at a price of $66,293.00. Escambia County FL Board of Commissioners will reimburse the Baldwin County Commission the actual cost up to $67,112.00 of FL-2022-007 Section 5307 Urban Transportation Grant funds, resulting in no matching funds being required from the Baldwin County Commission.

 

June 15, 2021 - Approved the Memorandum of Agreement Regarding the Administration of Federal Transit Administration 5307 Funds for the Pensacola, Florida-Alabama Urbanized Area. This MOA specifies that “Baldwin County with invoice ECAT to receive reimbursement for project costs from Baldwin County’s portion of the 5307 funds.”
