STAFF RECOMMENDATION

Recommendation

Award the bid to the lowest responsible bidder who met all the specifications, Motorola Solutions, Inc., for the purchase of Fifty-two (52) Body Cameras and Mounts per the Award Listing.

BACKGROUND INFORMATION

 

Background:  Bids were opened in the Purchasing Conference Room on June 8, 2023, at 1:30 P.M.  Three (3) bids were received.  Baldwin County Sheriff’s Office staff reviewed all three (3) bids thoroughly and Axon Enterprises, Inc. was the lowest bidder in the amount $773.36 per unit.  Staff identified major exceptions to include acceptance to Axon Enterprises, Inc. Master Services and Purchasing Agreement, and the bid response specifications provided did not offer RFID capability, rather an assignment using a smartphone. Corrections Officers are not allowed to have smartphones in the jail.  Staff recommendation is to award the bid to the lowest responsible bidder who met all the specifications, Motorola Solutions, Inc., in the amount of $945.57 per unit.  Award Listing and Bid Tabulation attached for review.

 

Previous Commission action/date: 

03/21/2023 meeting:  Approved the specifications and authorized the Purchasing Director to place a competitive bid for the Purchase of Fifty-two (52) Body Cameras and Mounts; and further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid was advertised. 

 

05/02/2023 meeting: Rejected all bids received because the bid specifications did not meet Law Enforcement parameters and video storage requirements and authorized the Purchasing Director to re-bid for the Purchase of Fifty-two (52) Body Cameras and Mounts for the Baldwin County Sheriff’s Office; and further, authorized the Chairman/Purchasing Division Commissioner for the Baldwin County Commission to approve any necessary addendums or clarifications if required after the bid was advertised.
