STAFF RECOMMENDATION
Recommendation
Take the following actions:
1) Approve Highway Department staff to prepare and submit an application for the FY 2027 Alabama Transportation Rehabilitation and Improvement Program II (ATRIP-II) Grant, requesting federal funding for Project #HW27082 - Intersection Improvements at County Road 32 and State Route 181; and
2) Adopt Resolution #2027-011 authorizing the grant application submittal; and
3) Authorize the Chairman to send a letter to the Alabama Department of Transportation (ALDOT) advising of Baldwin County Commission’s intent to apply for federal funds for the construction of the project; and
4) Approve the Chairman to sign any other award reporting documents as needed.

BACKGROUND INFORMATION
Background: ATRIP-II is an annual statewide transportation grant program providing up to $2 million per project, with a strong emphasis on improving the function, safety, and traffic flow of ALDOT-maintained roadways. Counties may submit projects that include improvements to county-maintained infrastructure; however, each project must demonstrate a significant benefit to the state highway system in order to be considered competitive.
Intersections improvements at County Road 32 and State Route 181 will address significant school-related congestion associated with J. Larry Newton School. The project would extend existing turn lanes on the north and east legs of the intersection and add a dedicated northbound left-turn lane on the west leg to reduce queueing during peak school traffic and improve overall safety and operations on State Route 181.
The ATRIP-II grant does not require a local match. If awarded, Baldwin County will facilitate design services utilizing unspent money from project underruns to expedite the project. The submittal deadline for FY 2027 is November 13, 2026.
