STAFF RECOMMENDATION

Recommendation

Award the bid for Group 3 of the ERPR-9072 - Permanent Repair for Various Sites Due to a Severe Weather Event Beginning on September 16, 2020, FHWA Disaster #AL20-2 to the lowest bidder, C. Thornton, Inc., in the bid amount of $1,296,072.58; Construction Time: 195 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION

 

Background:  Bids were opened in the Purchasing Conference Room on September 5, 2024, at 2:30 p.m.  Five (5) bids were received.  The lowest bid was received from C. Thornton, Inc., in the bid amount of $1,296,072.58.  The Baldwin County Assistant Engineer, Mark Acreman, and the Alabama Department of Transportation (ALDOT) have reviewed the bid responses and submitted their recommendation to award to the lowest bidder, C. Thornton, Inc., as per the attached certified bid tabulation.

The agreements shall be effective upon full execution and shall remain in effect until the project has been completed and reimbursement is complete. The agreements may be terminated by either party upon the delivery of a thirty (30) day notice of termination; and 2) Approved and authorized the Purchasing Director to place a competitive bid for each project once final plans and contracts are completed.

Total cost of recommendation:  $1,296,072.58
