Award the bid for Baldwin County Resurfacing Projects 2026: Group #2/BCR-2026-2 to the lowest bidder, Ammons & Blackmon Construction, LLC, Bid Amount $565,982.76 for Alternative 2 (All Labor and Material Except County Provided Asphalt); Construction Time: 60 working days; and authorized the Chairman to execute the Contract.

BACKGROUND INFORMATION
Background: Bids were opened in the Purchasing Conference Room on March 18, 2026, at 1:30 p.m. Five (5) bids were received. The lowest bid was received from Ammons & Blackmon Construction, LLC, in the bid amount of $565,982.76 for Alternative 2 (All Labor and Material Except County Provided Asphalt). The County will use the annual asphalt bid to supply the mix at an estimated cost of $1,673,214.65. Mark Acreman, Assistant County Engineer, reviewed the bid responses and submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest bidder, Ammons & Blackmon Construction, LLC, in the amount of $565,982.76. Previous Commission action/date: 10/07/2025 meeting: Authorized the Purchasing Director to place a competitive bid for FY 2026 Resurfacing Projects as the design plans and specifications are completed.
