STAFF RECOMMENDATION

Recommendation

Award the bid for Baldwin County Resurfacing Projects 2025: Group #1RA/BCR-2025-1RA to the lowest bidder, HCL Contracting, LLC, Bid Amount $971,005.35 for Alternative 2 (All labor only); Construction Time: 45 working days; and authorize the Chairman to execute the Contract.

BACKGROUND INFORMATION

 

Background:  Bids were opened in the Purchasing Conference Room on July 16, 2025, at 1:30 p.m. Three (3) bids were received. The lowest bid was received from HCL Contracting, LLC, in the bid amount of $971,005.35 for Alternative 2 (All labor only). The County will use the annual asphalt bid to supply the mix at an estimated cost of $1,991,831.77 with the estimated total project cost to be $2,962,837.12. Mark Acreman, Assistant County Engineer, reviewed the bid responses and has submitted the certified Bid Tabulation and a letter recommending that the bid be awarded to the lowest bidder, HCL Contracting, LLC, in the amount of $971,005.35. Bid Tabulation attached.

 

Previous Commission action/date: 

10/01/2024 meeting: Authorized the Purchasing Director to place a competitive bid for Fiscal Year 2025 Resurfacing Projects as the design plans and specifications are completed.
