Recommendation
Approve and authorize the Chairman to execute the Subaward Grant Agreement - Amendment No. 1 and Disclosure Statement between the Baldwin County Commission and Alabama Department of Conservation and Natural Resources (ADCNR) for the Fish River Watershed Sediment and Stormwater Improvements Project extending the period of performance to May 31, 2027, and revising the milestones accordingly.

BACKGROUND INFORMATION
Background: In 2024, the Baldwin County Commission was awarded a RESTORE Grant that transferred $2,500,000.00 from a previously approved project to the Fish River Watershed Sediment and Stormwater Improvements Project. This project provides preliminary engineering for the conversion of approximately 80 acres of farmland into a regional stormwater facility (pond) that will improve water quality within the Fish River Watershed.
The principal purpose of the regional stormwater facility (pond) is to minimize sediment loading and reduce stormwater runoff in the Fish River Watershed. This location was identified in the Baldwin County Watershed Modeling Analysis by Hydro Engineering Solutions as part of the regional detention project.
The preliminary engineering funding agreement for the Fish River Watershed Sediment and Stormwater Improvements Project was approved April 16, 2024. The current agreement expires on September 30, 2026. Amendment No. 1 extends the project to May 31, 2027. Upon completion of final plans and engineer’s estimate, the Baldwin County Commission will request a second agreement be approved for funding the construction of the pond.
Previous Commission action/date:
February 18, 2025 - Approved and authorized the Chairman to execute the Contract with Thompson Engineering, Inc., for the Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond in the amount not to exceed $150,000.00.
October 1, 2024 - The Commission rejected all proposals received and approved the revised Request for Qualifications (RFQ) which includes project funding from RESTORE and authorize the Purchasing Director to advertise the RFQ.
April 16, 2024 - Authorized the Chairman to execute an agreement between the Baldwin County Commission and the ADCNR to provide preliminary engineering of the conversion of approximately 80 acres of farmland into a regional stormwater facility that will improve water quality within the Fish River Watershed.
April 2, 2024 - Approved the Request for Qualifications (RFQ) for Engineering / Environmental Services for the Fish River Watershed Sediment and Stormwater Project - Summerdale Stormwater Pond and authorized the Purchasing Director to advertise the RFQ.
