STAFF RECOMMENDATION

Recommendation

Approve the addition of the following employee to the County Take Home Vehicle List with an effective date of December 17, 2025:

 

Shelia Durggins, Assistant JDC Director - 2026 Ford Explorer

BACKGROUND INFORMATION

 

Background:  The reorganization of job descriptions at the JDC and the purchase of a 2026 Explorer was approved as part of the FY26 Budget. As part of the reorganization Shelia Durggins has assumed expanded duties as the Assistant Director, which require her to assist in transporting residents and conducting unannounced rounds of the facility on weekends, holidays and after hours. The average daily population of the JDC has increased significantly over the past three years. Medical transports, hospital transports and other necessary transports have increased as well. Ms. Durggins is also on-call on a rotation basis with the Director. This requires her to report in a timely manner to incidents that occur after hours and on weekends and holidays.
