Recommendation
Approve and authorize the Chairman to execute the Intergovernmental Purchasing Agreement between the Baldwin County Commission and South Alabama Purchasing Association to continue the County’s membership with the purchasing cooperative.

BACKGROUND INFORMATION
Background: March 15, 2005 - The BCC approved an Intergovernmental Agreement with South Alabama Purchasing Association (SAPA) so the County Commission could join the newly formed purchasing cooperative. The Purchasing Association is located within the southern region of Alabama. The host agency for the Association is the South Alabama Regional Planning Commission. Participating members are Baldwin, Escambia, and Mobile counties, Baldwin County Board of Education, along with various city municipalities and utility authorities. The purpose of the Association is coordinating joint purchases for the mutual economic advantage of its members. The annual membership fee is $1,000.00 which helps pay the salary of a part-time contract manager for the Association. SAPA is requesting that all members execute the updated Intergovernmental Agreement.
Staff recommendation is to approve and authorize the Chairman to execute the Intergovernmental Purchasing Agreement between the Baldwin County Commission and South Alabama Purchasing Association to continue the County’s membership with the purchasing cooperative.
Previous Commission action/date:
03/15/2005 meeting: 1) Appropriated $500.00 to SARPC for Baldwin County’s flat fee to participate in their Purchasing Cooperative; and 2) Authorized the Chairman to sign the attached Agreement upon final legal review and authorize Chairman to sign any other documents or letters required.
