STAFF RECOMMENDATION
Recommendation
Approve and authorize the Chairman to execute Allowance Authorization No. 1 with M. W. Rogers Construction Company, LLC, in the amount of $7,775.00 to relocate existing water main, with no change to the original contract amount, for the Renovations of Central Annex Probate and Revenue Offices located in Robertsdale, Alabama.
Allowance cost will be paid from contract contingency allowance that was included in the bid amount.

BACKGROUND INFORMATION
Background: The Architect, John Randall Wilson, is submitting for Commission approval Allowance Authorization No. 1 in the amount $7,775.00 which will be taken from the contract contingency allowance for the renovations of Central Annex Probate and Revenue Offices located in Robertsdale. This allowance is to relocate the existing water main.
The contract included a contingency allowance in the bid amount of $100,000.00 which will be decreased by ($7,775.00) leaving a balance of $92,225.00. Total project cost has not changed from the original bid amount of $1,601,185.00.
Previous Commission action/date:
04/15/2025 meeting: Awarded the bid for Renovations of Central Annex Probate and Revenue Offices located in Robertsdale, Alabama, to the lowest bidder, M. W. Rogers Construction Company, LLC, in the Base Bid amount of $1,555,391.00 plus Alternate 1 (Exterior Dining Patio) in the amount of $45,794.00 for a total of $1,601,185.00; Construction time: 240 calendar days; and authorize the Chairman to execute the contract.
02/18/2025 meeting: 1) Approved the final design of the building renovations and authorized the Purchasing Director and John Randall Wilson, Architect, to bid the project; and 2) Approved the following four (4) pre-qualification applications for the renovations of Central Annex Probate and Revenue Offices located in Robertsdale, Alabama: M. W. Rogers Construction Co., LLC; Rogers & Willard, Inc.; Tindle Construction, LLC; Triptek Construction, LLC; and 3) Rejected the application of the following one (1) applicant as non-qualified: Witherington Construction Corp.
01/07/2025 meeting: Authorized the Purchasing Director to advertise for the Pre-Qualification of Contractors for the renovations of Central Annex Probate Office and Revenue Commission Office located in Robertsdale.
09/02/2024 meeting: Approved $2,250,000.00 during the FY 2025 Budget for the renovations of the Central Annex Probate and Revenue Commission Offices located in Robertsdale.
07/02/2024 meeting: 1) Approved the general layout approach for the proposed renovations; and 2) Authorized the Chairman to execute the AIA Agreement for the architectural services with John Randall Wilson, Architect, for the renovation of the Probate and Revenue Commission Offices with the fee amount authorized in accordance with the “Schedule of Basic Fee Rates” of the Manual of Procedures of the Alabama Division of Construction Management, further identified as Attachment “B” within the AIA Agreement. Preliminary construction cost is estimated to be between $2,000,000.00 and $2,500,000.00 which establishes the design fee at 6.8%. This fee could adjust in accordance with the scale, depending on the actual construction cost value. (Funding for design services will be from the FY 2024 Budget 10051300.55240.)
09/28/2023 meeting: Approved FY 2024 budget - $275,000.00 for the renovations of Central Annex Probate Office.
