STAFF RECOMMENDATION

Recommendation

Take the following actions:

 

1) Adopt Resolution #2025-140 and authorize the Highway Department to submit an application to the Alabama Department of Conservation and Natural Resources (ADCNR) for Alabama Gulf of Mexico Energy Security Act (GOMESA) funds for improvements at Perdido Bay Park in Lillian, Alabama; and

 

2) Authorize the Chairman to execute any other project related documents.

BACKGROUND INFORMATION

 

Background:  The Alabama Department of Conservation and Natural Resources (ADCNR), State Lands Division (SLD), is accepting project applications for the 2025 Alabama Gulf of Mexico Energy Security Act (GOMESA) Program funding disbursement.

 

The Perdido Bay Park Improvements project has been identified to meet the authorized uses for the GOMESA funding disbursement. If awarded, funds would be used by the Baldwin County Commission to ensure full accessibility and usability for all visitors, including the construction of ADA-compliant parking spaces, sidewalks, boardwalks, gazebo, and a viewing platform. The project will also address current erosion issues and prevent future degradation. Additionally, lighting enhancements will be incorporated into the project ensuring year-round safety and convenience for visitors. The estimated total cost of the project is $3,100,000.00. The GOMESA grant funding request will be $2,530,000.00 with the County funding the remaining $570,000.00. 

 

The Strategic Plan goals of the Baldwin County Commission include protecting natural resources, ensuring public safety, and promoting the optimal use of these spaces for the benefit of the community. This proposed initiative aligns with these goals, creating a lasting positive impact for both residents and visitors while supporting the future growth and sustainability of the region.
