STAFF RECOMMENDATION
Recommendation
Approve the Memorandum of Understanding (MOU) among the Alabama Department of Public Health (ADPH), the Alabama Public Health Care Authority (APHCA), and Baldwin County, Alabama, for improvements to the Baldwin County Public Health facility located at 23280 Gilbert Drive in Robertsdale, Alabama, effective June 3, 2025, and terminating June 30, 2026.
The MOU is an addendum to the Lease Agreement between the ADPH and Baldwin County Commission.

BACKGROUND INFORMATION
Background: The ADPH is requesting the following improvements to be made at the public health facility located at 23280 Gilbert Drive in Robertsdale. The estimated cost for the improvements to be done by APHCA is $200,200 and will be paid by APHCA using funds contributed to APHCA by the ADPH.
1. Flat roof replacement.
2. Pressure wash sidewalks.
3. Paint posts with rust inhibitive paint and replace "no parking” sign and
two (2) "handicap” signs.
4. Paint exterior door leaves with rust inhibitive paint.
5. Install thermostat covers.
6. Fix interior doors and frames with paint defects.
7. Paint interior walls and knee walls.
8. Paint intake casework, minor repairs.
9. Install empty breaker cover in electrical panel on right side of clinical hall.
10. Install chair rails.
11. Replace ceiling tiles.
12. Repair bathroom fixtures/furnishings.
13. Replace weather stripping on exterior doors.
14. Remove and replace caulk for windows/doors.
15. Replace carpet flooring.
16. Replaced damaged VCT floors.
17. Demolish satellite dish.
18. Make minor changes to these improvements as required.
Previous Commission action/date:
September 28, 2023 - Memorandum of Agreement with ADPH approved by the Commission for Use of County Office Space, and Public Health Services Enforcement of Animal/Mosquito Control.
October 2, 2021 - Last improvements by ADPH to the Gilbert Drive Health Clinic facility approved by the Commission.
FINANCIAL IMPACT
Total cost of recommendation: No cost to the Baldwin County Commission. All improvements (estimated cost of $200,200) will be paid by the Alabama Public Health Care Authority (APHCA).
