STAFF RECOMMENDATION

Recommendation

Approve an Intergovernmental Roadway Construction Agreement between the Baldwin County Commission and the City of Loxley for roadway improvements connecting Bedrock Boulevard and Connector Road to Alabama Highway 59 and a proposed bridge over Fish River.

 

The City of Loxley will maintain the new roadway segments within their corporate limits once the project is completed.

BACKGROUND INFORMATION

 

Background: The City of Loxley and the Baldwin County Commission have determined that improvements including the connection of Bedrock Boulevard and Connector Road to Alabama Highway 59 and construction of a proposed bridge over Fish River are needed to improve roadway connectivity, capacity, and public safety. These improvements will support the development of an east-west corridor linking U.S. Highway 31, State Route 59, and the future Baldwin Beach Express II.

 

The total estimated cost of the project is $16,320,000.00, with the City and County each contributing $8,160,000.00 (50%). Eligible project expenses include right-of-way acquisition, design, utility relocation, permitting, construction, and construction engineering and inspection (CE&I).

 

This project represents the seventh initiative under the Baldwin County Commission’s 30 Cubed Program, which promotes collaboration with municipalities to reduce traffic congestion on shared transportation corridors. The County has committed $30 million in municipal funding for transportation projects that improve roadway capacity and connectivity throughout Baldwin County.
